adding adjectives OK?

Hi,

I think it is right to say that we uses quotation marks for a word or words when the use of the word or words are unusual and the word or words then assumes the function of a noun. Can we add an adjectives in front of it?

I favor the more dynamic policy of 'roll back.' -- I think 'roll back' is unusual use of the term 'roll back'. Can I add some adjectives like 'immdiately enforced' or 'slow-moving'?

Lately I think I am seeing more of a italicized version, rather than the quoted version, to do basically or almost the same function or task. Can I add some adjectives before the italicized content?

You cannot use if in your sentence, it has to be but.

Can I add some adjectives or adjectival phrases like 'not-so-appropriate' in front of the italicized 'if' and an adjectival phrase like 'absolutely correct' before the italized 'but'?

Sorry if my question seems like a far-gone idea but since I think very highly of you experts answering the questions, I have a very little reservation about posing this seemingly not-so-focused question.
