Ad hoc travel plans

English is not my native language and so I am struggling with formulating this sentence, particularly those capitalized words.

Therefore, I strongly advise against any ad hoc travel plans WHICH/THAT assume I will be in London.

Therefore, ad hoc travel plans must not assume THAT I will be in Sheffield all of the time.

Could you formulate a better sentence than these two?

It is not any tense. It is a gerund. Gerunds are -ing verbs used as a noun, as in:
