Active/Passive

Hi,

I found the following sentence on the internet as an example of participle clause.

"Looked after carefully, these boots will last for many years."

Could you please explain why the first part is not in passive voice?

I assume the underlying structure of this part should be "If these boots are looked after carefully"

Thanks!
