If you want people to answer your intended question, you should put all of your question directly IN your post. If half of your question appears only in the title of the thread, many or most people will not notice it.

In theory, it is possible to say 'An hour was worked', however the sentence you posted would not normally be changed to the passive voice because the verb 'worked' does not really have a an object. The words 'an hour' simply tell you how long he worked. The sentence does not really say that 'he' did something to 'an hour'. Your sentence would commonly include the word 'for', and including it should help you see that 'an hour' tells us 'how long':

- He worked for an hour.

In the sentence above, 'hour' is the object of the preposition 'for'.
