active ? passive?

A few witnesses maintained thatthe UFO was steered by miniature humanoid occupants. Many thousands of sightings have been made sice then, and many people claim to have been abducted by aliens and subjected to experimentation.

Q) Shouldn't the verb "claim" be passivised? "...and many people are claimed to have been abducted by aliens ...."

Q2) Can I also say "... many people claim that they have been abducted by aliens ...."?

Q3) If "many people" are just the ones who claim and those who are abducted are different from "many people" how should I form a sentence? In this case, can we still use to infinitive structure like the underlined?
