I think it is 'Active'.

The girls are not transforming anything. Something is transforming them. The verb is therefore passive voice - the subject off the verb is 'receiving/suffering' the action.

The word "transformed" is an adjective. So I think the sentence is written in the structure of S + V + C. Thanks a lot.

The word 'transformed' is the third form (past participle) of the verb 'transform'. Third forms can be used adjectivally, and some, such as 'bored' and 'tired' are accepted as adjectives when used as such, but in your example we have a pretty clear passive form, in my opinion.

Slight little girls are transformed into tall young women with well developed figures.

The verb is underlined.
It is the verb "be" + past participle of "transform."
It is passive voice.
The subject is "Slight little girls".

The sentence can be changed to active voice, but the agent needs to be added:

The process of growing up transforms slight little
