Active or Passive?

Which one is correct?

1. Volunteers are needed. ---> Here, "volunteer" can be used in plural if I want a lot of volunteers?

2. Volunteer needed.

Thanks in advance!

If you want more than one volunteer, say "Volunteers (are) needed". In the context of a sign or notice, the word "are" can be omitted (and usually would be). "Volunteer needed" implies that you want only one volunteer.
