Active future perfect vs. Passive future perfect

Hello,

Many kind thanks in advance for whomever can share their view on the following active/passive future perfect sentences:

The project will have completed by January.

The project will have been completed by January.

My feeling is that the differentiation of these two sentences rests on the focus. The first focuses merely on the project being finished, while the second one focuses on the project being completed by who/whomever was working on it.

I am a little unsure if my aforementioned conclusion is correct.
