Hello, sir. Maybe it's a regional difference, but in the country I live, I have been taught to change sentences like that into passive voice like this: You are requested to re-write the story and publish it. I need your advice on whether I should continue doing that or just forget it, please.

That is not a cast of the original sentence to passive voice. You have re-written the entire sentence adding new meaning.

A passive voice cast puts the object of the verb in the subject position, the subject of the verb in a prepositional phrase (usually "by"), changes the mood of the verb to passive and does not change the meaning.

eg.
Joe hit the ball.

Recast to passive:
The ball was hit by Joe.

Sentences with no object, or in the imperative mood cannot be cast into passive voice sentences.
