Since the present perfect is used for actions completed before now, how do we describe an action completes at the present moment? E.g. At the moment that a runner touches the finishing line, do we say he finishes the race or he finished the race?
At the moment that the action of sending an email is completed, do we say the email has been sent or the email is sent?
