across vs. throughout

Hello, ..

Would you please take a look at the following title/headline:

"Fake phone masts installed across London to listen in on all mobile calls"

Can we use throughout there instead of across? If we can, then what difference in meaning would it cause?

Not only COULD you, you SHOULD! "Throughout" and "across" have clearly defined and different meanings. In your example, using "across" implies that it is just a line of masts from one side to the other, whereas what is meant is "all over" or "in many parts of", for which the correct word is "throughout".
