acknowledging

The National Highway Traffic Safety Administration advised parents to avoid putting rear-facing infant seats in front of air bags, acknowledging that the force of the explosive bag could harm (infants whose) (infants, whose) head were only inches away from the devices.

I wonder if "acknowledging" means "which acknowledged" . and acknowledged, or anything.
I would like to know which is correct.
