Accusing -- verb or adjective

Hi

Would you say that accusing here can be considered both a verb and an adjective?

Her words were not accusing but his tone was.

Thanks,

Tom

PS: Can I drop a and an in my question? -- be considered both verb and adjective?

One thing is certain -- "accusing" can't belong to two word classes (parts of speech) at the same time, but only to one or the other. What is your opinion? Can you think of any tests that can be performed to determine whether "accusing" is an adjective or a verb?
