Do the two sentences mean the same?
Do they sound formal?

They mean the same. They don't sound "too formal" to me. Too formal would be "My warmest appreciation for your giving of this circumstance your most esteemed consideration".

They mean the same.

They don't sound "too formal" to me. Too formal would be "My warmest appreciation for your giving of this circumstance your most esteemed consideration". Too informal would be "Cheers, mate!"
