(2). It's not that they (have) accounted for 25 percent of all publications sold in the U.S. (in the past). It's that, as things stand now, they account for 25 percent of those publications. Had the account been made earlier, probably less than 25 percent of the publications would have been involved.

Jim, would you come up with some cases where 'S have -ed, -ing' is almost the same as 'S have -ed and (have) -ed'? I'd like to compare the difference.

Sorry, Taka, I don't really understand the question. Can you suggest one as an example? Maybe if you tried one first, I'd get the idea better.
