Account for

The sentences:
I decided to build time into schedule-at least an hour each day-for interruptions such as phone calls, unplanned meetings, seaching for misplaced papers, and other things that take up so much of our time in today's business world, but that we seldom account for . This meant even hour of 'unproductive' time, but these interrupions had always been there. Scheduling them simply forced me to admit they existed, and reduced my anxiety about them.


What does 'account for' mean here?

My book says it's 'explain', but it doesn't seem so...
