The parts highlighted in Brown in paragraph ( B ) and ( C ) are grammatically correct.
How about the parts highlighted in Brown in paragraph ( A ) and ( D ), are they also grammatically correct?
Is "to" means "according to" in paragraph ( A ) and ( D )?
