According to and As per

Hi, can I replace "as per" in this sentence with "according to" ? What about the usage of "per? Can I replace it with "according to" ?

The shipment will arrive prior to December first, as per our agreement

Per the information on the applying website, all documents were received.

That's not quite right. It's more like "in accordance with".

That one in the second sentence can go either way. "according to" or "in accordance with".
