This sentence doesn't mean much, but what is the correct wording?

He chooses women according to them wearing animal print.If she's wearing anmal print, he likes that.

I'd probably use: He chooses women according to whether or not they're wearing an animal print. If a woman is wearing an animal print, He likes that.

I'd probably use:
He chooses women according to whether or not they're wearing an animal print.
If a woman is wearing an animal print, He likes that.

Would based or depending not be better?

He chooses women based on/depending on whether or not they're wearing an animal print.
If a woman is wearing an animal print, He likes that.

"Based on" is fine.

"Depending on" is marginal, in my opinion.
Sometimes it refers to the verb itself --- he does or he doesn't. He eats breakfast, depending on whether or not he's hungry.

Of course that interpretation is also possible with "based on," but to a lesser degree (in my opinion.)
