Please tell me which one is correct!

Car accident/accidents rate is getting higher.

I totally agree with him, as it is said that when a noun is used as an adjective we must not make it plural.

My problem is that I come across it"chocalates ice-cream" in an essay and my teacher tells me that it's right!

No, you should say "chocolate icecream".

The reason that you can't say #2 is the same reason that you can't say 'Chair is red'.

I would describe the difference in my three examples this way:

In my first two examples, the reference is to one specific measurement.

In my third example, the reference is to multiple measurements in different states. Though the measurements are all the same type of measurement (accident rate), each state's accident rate has been measured separatel
