Accident/incident

"Do you think the rules should be tightened to prevent similar incidents/accidents?"

(I am talking about an accident/incident in ice hockey when one player was killed by another player.)

I am confusing these words with each other. Which one is preferable or would you perceive a difference in meaning if these words were interchanged?

If one player intentionally stabbed another, it was an incident, not an accident. If one player unintentionally skated into another, killing him, that was both an accident an an incident.
