Concerning these two sentences:

1 "Hackers gained access to the secret database."
2 "Police gained access to his financial records."

For sentence 1, does it mean:
---A) the hackers looked at and/or modified the database, or
---B) the hackers gained the right/permission/opportunity to look at and/or modify the database, without specifying what the hackers did to the database?

For sentence 2, does it mean:
---A) police looked at his financial records, or
