Shouldn't it be 'access tothe internet'?

You "access the Internet."

You can "gain access to" something.

I'd like to add that "We can surf the Internet by using the computer." is grammatical, but not as natural as "We can surf the Internet on a computer."

Unless you had just had a conversation with someone about that particular computer, I'd use "a computer."
