I don't know what you mean by that, but the speaker's accent seems to be educated Indian English.

Now, the second part of the question was about voice type - how would you like to describe it - e.g. a sing-song voice, husky, quiet, high, low, gravelly, deep, lovely, bad, baritone, etc?

I can't think of a particularly appropriate word. We normally use such words for voices that are out of the normal range, and yours struck me as well within the normal r
