Abutting hyphen with % symbol

Is there a punctuation rule that prohibits the use of a hyphen - after the percent symbol - when used in a compound modifier?

a 10%-a-year increase in spending
a 5%–10%-per-year decrease in crime

Both examples look okay? No rewording, please.
