Abrupt tense change

Hi. Let's say you are writing a book report on an autobiography. Could we change from the past tense to the present tense right this? Let's also assume he has used the past tense for some time in this writing. Thank you in advance for your help.

He liked to help others. He belives it is right to help others whenever one can.
