Abrupt manner of

abrupt : sudden, hasty; disconnected, not smooth (abrupt manner of speaking)

Reading the definition, I don't know which interpretation is happy.

Does that mean 'hasty manner of speaking'? or 'incoherent manner of speaking'?

An "abrupt manner of speaking" means that you dispense with the kind of filler words and expressions that normally oil conversations, with roundabout ways of expressing things, polite phrasings, etc., and instead suddenly and directly say what you mean. It doesn't mean incoherent speech. Probably it is clear to understand.
