About what it refers to

Hi~ I'm wondering what "it" refers to in these sentences. To me "it" refers to the whole sentence before it, that is "the activity of drilling deeply" but I'm not sure about it. So would you comment some about it?

Thank you.

The importance of meaning and relevance makes it possible for stakeholders to drill deeper than organizational structures; it is a critical component of teaching and learning through curriculum and assessment.

I take it probably to mean 'the importance of meaning and relevance', but I'm not sure. I find it a poorly written sentence, and I don't understand the writer's overall meaning.
