About weather forecast

Hi,



I’m wondering if there is any difference between the British style weather forecast and American style weather forecast. Please explain in details if there is any. In addition, I found some transcript of weather forecasts online, as follows, but do not quite understand the underlined words in red, please kindly explain. (I want to listen to the American weather forecast and totally understand what the presenter says, please teach me a good way or provide some goods links. ) Thank you for your kind help!!!
