about time/high time

What is the diffrerence in meanings:
It's about time our team won vs. It's high time your team won.
P.S. Can I use the word "meanings" without "the" in that sentence??
Thank you!!!

It's about time our team won. (Talking about our team.)
It's high time your team won. (talking about the other team, probably the competition.)

Otherwise they are saying the same thing.
