Could I rephrase it this way?   rephrased: The way in which the people have a quality to be able not to be harmed is the way in which the people feel no doubt, fear, or anxiety. 2. There is still a necessity for asking you the old question: how to define the [is] ? [is] = belongs to ? Thank you for your assistance.

Hi,Thanks a lot Mister Micawber.Yes, I make a slip and have the [never] lost on the sentence.The most trouble to me is that this pattern make so much sense to me that it is one with the pattern of the following sentences.The very big trouble in [is]. Based on the knowledge the [is] should equal the [belongs to] that the following sentences: A. In [The book is to be read by every student.], the [is] used to the speaker to show [the book] like the property of [the book to be read by every student]. Because the speaker not makes [the book] typically have the quality to be read by every student. And just assign [the book] to a group given by the speaker. So, the [is] = belongs to a group of [the book to be read by every student] ?B. In {These people are all pathetic in a way, but the fat lady is most to be pitied.}, the speaker has the fat lady like the property of [the person to be pitied]. So, the [is] = belongs to a group of [the person to be pitied]?C. In {The play is to be held nest week.}, the [schedule] has [the play] belong to the play to be held nest week.Thank you for your assistance.

Because the speaker not makes [the book] typically have the quality to be read by every student. And just assign [the book] to a group given by the speaker. So, the [is] = belongs to a group of [the book to be read by every student] ? The quality of the book is a quality or an identity that is specified by the teacher: it should be read by the students. There is no group.

So, the [is] = belongs to a group of [the person to be pitied]?- Again, there is no group; it is one lady and her character or quality is pitiableness.

If you don't mind. I want to say the [adverbial] shows the directions of the two ways;one is [in the direction of ], another is [under the direction of].1.   A is in the direction of B-------A goes with / attends on B.2.  A is under the direction of B.------A is controled or managed by B. 3. In all those, the [adverbial] is still the [adverbial] in itself, but it acts as the two actors as the above.The [is] indicates the situation of the subject, if its subject goes towards where or has a quality the [is] must make a meaning of an accompaniment unto the subject, that the meaning shows it = identifies or has a quality. if its subject is controled or managed by someone or something in the same it must make a new meaning unto the subject that the [is] shows [belongs to]. The [is] and its subject must be accompaniment with each other, and not contradict each other.If the [is] still shows [identifies] or [has a quality] in [its subject] controled or surrounded or contained by something or someone, we can say they are contradict each other that would not otherwise have happened.
