About the use of only

My understanding about "only" is that it refers to one item.

However, is the following sentence correct?

Cook with low heat to save on your bill and reduce carbon release. The only time you should cook with high heat is when you want to bring your water to boil quickly or when you fry your food quickly to evaporate the excessive oil.
