About the usage of the word "rule"

Hello everyone. I have a question.

How is the noun "rule" used in the paragraph below? A principle/regulation? Or a control/government?

In such situations, new political structures are attempted and some succeed, providing for a time a common rule over diverse ethnic groups. Political breakdown often occurs, when imperial structures are stretched to their limits. At such times, social unity is achieved less by means of politics, and increasingly through ideology.
