About the sentence "the latter is too weird an operation"

"Generally, like the sentenced judge, we draw our conclusions from the certainty of deaths of friends and strangers, and not of ourselves. The latter is too weird and operation, like arranging mirrors to catch our profile."

could it be "the latter is a too weird operation"? or this is used as emphasizing?

sorry, my mistake. it is "an operation". but we say "a big apple" not "big an apple". is it because of the adverb "too" that changing the sequence of words?

i recall something. could "so" be used like this? "so small a car", but "such a small car" .
