About the punctuation and grammar,HELP ME!

i often use my beginning of my essay like this"when it comes to the question whether girls and boys should join the same school,different people hold different opinions" is it right concerning grammar?or should it be "when it comes to the question should girls and boys join the same school?different people hold different opinions",is this right concerning punctuation and grammar. thank you very much
