about the object of except

Hello, everyone!

Which between the sentences below is natural and right?

1.Nothing has been done except lay the foundation.
2.Nothing has been done except to lay the foundation.
3.Nothing has been done except laying the foundation.

Although I don't have any good reason, to me #1 seems not to be right. But, both #2 and #3 could be possible for me. Which is right?

I much prefer #3 as the most natural, since the foundation is finished. Yes, I suppose that the others are possible, too.
