i'm confused if it's the subject or Determiner ??

"who" is the subject. It cannot be a determiner, because the function of a determiner is to specify or limit the noun that it modifies.

Determiner:
1. a word, such as a number, article, possessive adjective, etc, that determines (limits) the meaning of a noun phrase, e.g. their in `their black cat'

It's not a good idea to address anyone you don't know as 'brother'. It's a bad idea if that person is female.
