About the expression "How are you?"

Hello everyone. I have a question.

Regarding the following dialogue:

Tom: Hello, how are you?
Kevin: I'm quite well.

Does it sound strange if Kevin says "How are you?" instead of "I'm quite well"? Or is it still natural in some cases?
