About [strange to relate,]

Hi,

[Strange to relate, they never met again.]

= (my version) If I relate it to be strange to us, that is they never met again.

[strange to relate]-----"to relate" makes us to be strange;

[comma here]-----it means [that is ]

Could any native speaker right me and give your opinion?

Thank you for your assistance in addvance.
