About "too...to"?

1. The lake is too shallow for swimming.

2. The lake is too shallow to swim.

Does the sentence 1 mean the same as the sentence 2 ?

Yes, but it would be better phrased as 'The lake is too shallow to swim in' otherwise it sounds as though you are saying that the lake itself is unable to swim as it is too shallow, as per 'The child is too small to swim.'
