(1) If I may say so?
The quality of something identifies how good or bad it is.
(2) Could I define them these ways?
It is good.
is = It has / shows a quality of good.
has / shows = It belongs to a quality of good.
(3) Could I define "of" these ways?
the meterial of low quality, the "of" = belonging to ?
the quality of the service, the "of" = in relation to / connected with ?
the quality of it, the "of" = used to mark it?

Because the "quality" used to give a range to the degree and the degree is limited by the "qualitay".
The work of the "quality" is as an action to deal with / to tackle the "degree" to which something is good or bad.
So, the lower position of the "degree" is covered by the higher position of the "quality".
