About property taxes

Landlord agrees to supply Tenant with Current copies of all Taxes assessed against Property and Tenant shall pay as Additional Rent, Fifty (50%) percent of all increases over the 2012 Base Year, as well as any savings with reductions in Real Estate Taxes (as hereinafter defined) levied against the tax lot of which the Premises are part and which shall be paid to the Landlord in equal monthly installments in advance on the 1st day of each and every month during the Term.

Question:
1. What does 'all increases' mean in this context? Does it mean all increases on property taxes or on everything including house rent?
2. Why the tenant needs to pay 'any savings with reductions in real estate taxes' to the landlord? I can't understand the logic.

Can I infer that the tenant is paying 50% of the property taxes? Because the paragraph says " the tenant shall pay as additional rent, 50% of all increases ".

That is not a safe inference: it merely says tenant will pay the increases, not the base rate.
