About pronouns

hey guys,I speak english almost fluently,but I have one doubt about some phrases...
when I put the word THOSE,and I have some verb before referring to it,should I put the pronoun TO?
I 'll give an example..

the world belongs those who dare

the world belongs TO those who dare

which is the correct sentence?
