About passive

Hi everyone!

I wouldbe very grateful to you if you can help me again. I met across such a phrase that was written under a photo: Photo created on Wednesday 1 May 2009. I thought we need use passive construction here:Photo was created on....and also is the word right? I mean do people say "create" about a photo? I would write :The photo was taken on ...................

By the way, the first variant was written by a woman who lives in New Zealand and she was born there.

Could you please tell me the right variant?

Thanks in advance!
