1. ''This topic will argue about why cafe should provide free wifi.''

2. ''This topic will argue that cafe should provide free wifi.''

What is the difference? Can ''will'' be omitted in these sentences?

It’s hard to tell from your post, whether or not the topic has already been introduced. If not, the word ‘will’ presents it as a future topic. If already being discussed, ‘will’ can be eliminated, and the following would be the wording: When you ‘argue about’, there are two sides recognized.
