About one sentence- what's the right meaning of it?

00Or it means something else, I checked the Collin dictionary, there's one phrase, "if you say tht an unpleasant fact or situation 00concentrates someone's mind00, you mean that it makes them think clearly, because they are aware of the serious consequences if then do not."02br

0 I'm not familiar with using "concentrated by" that way - I would have said "concentrated on" - meaning that's what he was thinking mostly about. But if you have a Collins definitition that says that all these missiles would help him think more clearly, then I guess that's what it means. 0-
