About omission?

Dear all. Today I tried to simplify this sentence:

_And whether or not one want to have a strong body and in what way shall rest on one’s own decision._

Here is my attempt:

_And whether or not to have a strong body and in what way shall rest on one’s own decision._

Intuitively I think it's okay, though I still wonder if the omission here is legitimate. Moreover, could you recommend any reference about the usage of omission, if you would be so kind?
