About "offer a reward"

Can I say,

(a) He will offer a reward to the boy.

(b) He will be offered a reward.

It sounds more natural to me to "offer" a reward at the beginning; then, the person "receives" or "is given" a reward after the fact. [It is also possible, however, that the person who did well is offered the reward and he or she refuses it.]
