about ' not more than ' vs 'at most'

adults and children 12 years and over : take 2 pills every 6 hours, not more than 8 pills in 24 hours.

In the sentence above, can I use 'at most' instead of 'not more than' without a change of meaning.

thanks in advance.

"At most" would also be correct, but "not more than" is idiomatic in this context and is what should be used.
