What about "I've come here to learn English, not for other things." ?

Past tense sounds "remote", without current relevance.

But I think both are all acceptable?

Past tense is fine to my ears.

Suppose I go to a bank for the first time to open an account.

I sit down at the desk, and the manager asks - "Why did you come here today?"
I answer, "I came here to open an account."

"Have come" is also OK.

What if there is no "here", which I believe makes past tense relevant and acceptable?

Can I say "I came to learn English,not for other things." in self introduction (without being asked first) 

just being  pedantic, no offense whatsoever...

It sounds fine to me both with and without the adverb.

As a side comment, people refer to web sites as virtual places (e.g. virtual stores as compared to brick-and-mortar stores), so "here" would also be valid adverb to
